[ixpmanager] mrtg with rrd

Hmmm... this is news to me. I'll need to dig into MRTG to understand 
this. Suggest using log for now. From my (unreferenced) memory of MRTG 
it will convert logs to rrds automatically. So once I fix it, you can 
switch back to rrd.
