[ixpmanager] Patch Panels

If there's rack\cabinet names alongside, then there probably won't be any confusion. I haven't had time to go any deeper with it yet today. 


Also, you say to include both ports of a duplex port. If the panel itself doesn't provide any distinction between right and left strands, should I manually include that distinction? Ours just have letters for which column and numbers for which row, with a duplex connection occupying a single location.

I've reread the help text and I think it reads okay. But appreciate I'm 
too close to it ;-)

The patch panel list includes the names you've given to your racks / 
cabinets. This /should/ be sufficient along with type (UTP/SMF/etc). 

I'm not sure adding internal (IXP) names / references help in the long 
term and may lose their meaning when you have 20+ panels.
