[ixpmanager] BIRD 3 Support

Is BIRD 3 supported? I'm thinking not. If not, is there a timeline? Is 
this a project that could use funding?

At MICE, we are seeing at least a couple of participants time out when 
the BIRD update process happens. My assumption is that BIRD is getting 
overwhelmed processing the configuration file. And since BIRD 2 is 
single-threaded, that blocks everything, leading to BGP timeouts. Thus, 
I am _assuming_ (without any testing or evidence) that BIRD 3 would help 
with this.
