.1.3.6.1.2.1.31.1.1.1.18 is ifAlias, which is a mandatory part of 
IF-MIB, i.e. the standardised MIB for monitoring interface information. 
If the ifAlias OID isn't supported on the device's snmp implementation, 
then it's unlikely to work with any generic SNMP client, whether IXP 
Manager or anything else.
