[ixpmanager] No IRRDB shown for IPv6 only peer

Thanks Richard for highlighting this.

There is an active group at Euro-IX also looking at this - see: 
https://github.com/euro-ix/rfc8950-ixp

I have been speaking with them also and will ensure IXP Manager can play 
its part.
