yep, correct. There are several bits of IXP Manager which are contingent 
on the customer having an actual port, and if they don't have a port, 
unexpected things will happen.  One of these unexpected things is that 
RS configs won't be generated for that port.  This assumption is fairly 
deeply ingrained in the code.

This tends to happen when people connect non ixp-service kit to the IXP 
platform, e.g. hypervisors, or in your case, a router with bridged 
access.  You could try configuring your router as an IXP infrastructure 
device.  Alternatively, some switches support vlan bridging on l2 
subinterfaces (e.g. Arista EOS >= 4.24M)
