[ixpmanager] Accessing Documentation drop-down for user level 0

I could have sworn we had something like this working before way back . . .

There is certain public documentation that we want accessible for 
anyone.   It is in the /srv/ixpmanager/resources/skins/someIXP/content/0 
directory. Let's say its called optic-specs and it is correctly 
referenced in the header-documentation.foil.php.  It is accessible by a 
logged in user.

Did I miss something in the upgrade?
