[ixpmanager] Circuit ID management in IXP Manager

Hi Salvador,

you have a couple options here:

1) store this detail in the notes section of the physical interface; or

2) I think a better option would be to create a pseudo-patch-panel 
representing the switch and run it as if the switch ports were the patch 
panel.
