I use BIRD 1.x for one of the MINAP route servers (~80 peers) on an ARM board with an Allwinner A20 CPU (which is an ARMv7), no issues.
If you get a Raspberry Pi 4 then you will have plenty of power for a route server and something easy to replace if it breaks.
