Yes, IXP Manager does all of that and you do not need to run cfgmaker or 
indexmaker.

Can you remove passwords and add your .env file to 
https://pastebin.ibn.ie/ ?

Can you also add any logs from /srv/ixpmanager/storage/logs/laravel.log 
to another paste there?
