[ixpmanager] Inter POP Trunk Graphs in new 5.7 deployment

Yay!  trunk.foil.php is a really troublesome way of handling this.

For vxlan, you want L3/ECMP + fill in all the ip addressing details.

All this information is emitted by API btw.
