[ixpmanager] New IX in West of France #NantesNetwork

Hello Antoine,

I have just updated a PeeringDB issue (
https://github.com/peeringdb/peeringdb/issues/479) to include the ability
to search for "Nantes" within PeeringDB. Hopefully this fix (and/or some
work on your part) will allow your new IX to show-up for everyone searching
for you in the world.
