[ixpmanager] Multiple IXes

Mike,

INEX runs three IXPs with one instance of IXP Manager. In IXP Manager, 
these individual IXPs are called 'infrastructures'.

This makes sense for us because:

- same organisation (INEX)
- same members / customers connecting to multiple infrastructures
- same operations team
- same graphing / monitoring / aaa / alerting systems
- same deployment mechanism and software stacks for route collectors / 
servers / as112 and looking glasses
- same provisioning systems
- same backend systems for as accounting / helpdesk / etc


The decision to run separate installs of IXP Manager would only seem to 
make sense to me if:

- much of the above did not hold true
- there are scaling issues
- no / poor management connectivity between the IXs

Note also that IXP Manager is explicitly designed to not be mission 
critical / a single point of failure. If IXP Manager becomes unreachable 
/ fails / etc., your IXP(s) will continue working just fine. This is why 
having just one shouldn't be viewed as a weakness. Quite the opposite 
one could argue (less moving parts, less administrative burden, etc).
