[ixpmanager] Filtering a specific AS from a selection of ASes

it looks like you're trying to solve a layer 10 problem (i.e. billing). 
This is best done at the point that egress policy towards the IXP is 
applied, namely the router where the prefixes are injected into the IXP, 
not on the route server.
