[ixpmanager] SNMP Switch Template Creation

Tried adding support for a new switch myself by following the instructions
here: https://github.com/opensolutions/OSS_SNMP/wiki/Device-Discovery

... but was unsuccessful. Created an issue here:
https://github.com/opensolutions/OSS_SNMP/issues/59

As for the new IXP Manager version, what do you mean by non-blocking? :)
