[ixpmanager] Run IXP manager on localhost

Hi Saboor,

Windows is not a supported platform for running the IXP Manager 
back-end, and we don't have plans to support it in future.

Having said that, porting code to different platforms usually shows up 
bugs, so when you publish your code on the Internet (as required under 
IXP Manager's code distribution license), we'd be happy to look at any 
github pull requests for bug fixes, subject to the usual CLA requirements.
