[ixpmanager] [RELEASE] V4.7.2 - HTTP[S] Proxy Support

We have just released v4.7.2 of IXP Manager.

This is just a minor release to provide better support when running IXP
Manager behind a proxy and to provide more consistent URL configuration/

Unless you are running IXP Manager behind a proxy, there's no specific
requirement to go from v4.7.0/v4.7.1 to here.
