[ixpmanager] IXP Manager Backup / Restore

Just a note of caution - Diarmuid's document is fine as a point in time
example of a specific upgrade. Notably a big fix branch to bug fix
branch (4.7.2 -> 4.7.3). Bug fix releases are typically the easiest
upgrades.

The official and always current instructions are:

http://docs.ixpmanager.org/install/upgrading/

More importantly - like any software package - it's the release notes
that contain and answer most of the specific per release questions.

E.g. https://github.com/inex/IXP-Manager/releases/tag/v4.7.0

This is one example of a more involved upgrade specific to v4.7.0 which
includes a number of follow on steps.

**In other words:** please review the official documentation and release
notes for all upgrades.
