[ixpmanager] SNMPv3 support in V4?

To add to Nick's email on two fronts:

1) IXP Manager support: SNMP is primarily used within IXP Manager to add
switches. It only supports v2. Technically OSS_SNMP accepted a PR a
while back which supports v3 but that would require work in IXP Manager.
In the wider tool chains used around IXP Manager, MRTG is used to
collect the usage and generate the graphs. For this, you can certainly
change the MRTG template to support this.

2) Separate to INEX and IXP Manager, I have a lot of network monitoring
and programming miles under my belt (and wrinkles and grey hairs to
match). I've also authored OSS_SNMP (a PHP library for SNMP used by
many) out of this. Not to sound like a Nick/Barry echo chamber but I
have never had the need (nor desire) to use SNMPv3 across many many
networks. IXP Manager only requires read access and there's no reason
not to use SNMPv2. I'm open to be schooled on this potential blinkered
belief but I would be surprised!

I think the bottom line based on return of effort plus INEX's own needs
means SNMPv3 is not on the horizon. (we are working actively in the
background on other cool new things - stay tuned!).
