[ixpmanager] SNMPv3 support in V4?

Hi Kyle,

IXP Manager just outputs text files which other programs use to generate
traffic stats, so if you change the templates for e.g. mrtg, etc, it
will use whatever you specify.

What's your use case for snmpv3 btw?  I've found it compelling enough to
use it in production.
