If IXP Manager is installed working as you suggest above, you should not
install Vagrant.

Vagrant is primarily for development purposes (and sometimes demoing).

With respect to the Vagrant issues below, this looks like a Vagrant
installation issue unrelated to IXP Manager. Please read the Vagrant
documentation from: https://www.vagrantup.com/
