[ixpmanager] issue in Doctrine (IXP Manager)

Hi Barry,

I already did it, and my colleague Mr. Nitin  tried to install IXP-Manager
on Ubuntu and got the same issue.
chown -R apache: /usr/local/ixp
chown -R apache:apache /usr/local/ixp

[root at nixi ~]# ps -ef | grep httpd
