[ixpmanager] Feature Request: Bird Routeserver AS Prepending

... I specifically hate RS's inserting their ASN into the path. The IXP is a switch fabric with no routed connection. HKIX (one of the few IXs that still insert their ASN) will soon stop inserting pretty soon.
