Funny you should ask - we were just discussing this at an IXP Manager 
workshop yesterday evening at Euro-IX. 

The 'big applicaion.ini' configuration file was less a choice but more 
an imposition of the framework. The next iteration will have a much more 
navigable and manageable configuration layout. 

As for the issue:

Can you first confirm you're running PHP >= 5.4? 

If so, we need to see the application.ini file. You can send to me 
directly or stick in a Gist / Pastebin?
