[ixpmanager] 3.7.1 upgrade notes

Yes, it fixed password reset
peering request was missing city and country variables
from application/configs/application.ini ( might add a note to the release
notes to move them from the .dist file)
tools/perl-lib/IXPManager/ixpmanager.conf got overwritten with defaults
tools/runtime/sflow/control-sflow-detect-ixp-bgp-sessions path got move
from /usr/local/sbin to /usr/local/bin

these are just my observation.  Are my paths wrong do I need to move my
files?
