[ixpmanager] New bug fix / improvement release - v3.7.1

This release fixes a regression introduced in a third party library as 
part of the recent security fix (v3.6.19). This bug will prevent users 
from resetting and changing passwords.

Additionally, this release closes #180 by de-INEX-ifying the peering
