For future reference, a lot more detail would be helpful including the 
API call (less your key).

I suspect you're following:

https://github.com/inex/IXP-Manager/wiki/Route-Collector

in which case see the section:

https://github.com/inex/IXP-Manager/wiki/Route-Collector#configuration-files

If you specify a /config/xxx file then it needs to exist in 
application/configs.

I.e. if I specify /config/rc-lan1-ipv4  then the following file needs to 
exist:

application/configs/rc-lan1-ipv4.conf
