If you want IXP participants to have a single port with multiple vlans 
presented, you'll need to use subinterfaces for each service endpoint.

Not sure what type of equipment you're using. Maybe this can be done on 
Jericho, but you might end up needing to use more capable kit with a 
more flexible operating system, e.g. junos or SROS.

What you're describing is running N IXPs operated by M different 
entities on the same hardware. IXP Manager doesn't really cater for this 
design.
