[ixpmanager] IXP Manager and BIRD V3 support?

Hi Salvador,

Rob Lister @ LONAP has done some work with IXP Manager and Bird3 and, if 
I recall correctly, fairly minimal changes required.

V7.1 which will quickly follow V7 in July should have support built in.
