[ixpmanager] IX-F excludes

Hello all,

André, Barry, thanks for the pointers & try at a quick fix.

Just FYI, the filter for MAC addresses now works, but ASN, RFC5398, or tag still doesn’t. But with the provided info I can now debug myself, time permitting. Not time critical, so I’ll keep the topic with me for now.
