[ixpmanager] SONiC switch support

ok. can you throw the attached file into the 
/srv/ixpmanager/vendor/opensolutions/oss-snmp/src/OSS_SNMP/Platforms/ 
directory and see if that works?

(note: 100% untested. feel free to fix any obvious typos).
