[ixpmanager] Circuit ID management in IXP Manager

Hi Barry,
The suggested solution worked fine for the cases where the cross-connection
goes directly to the switch. I found another unusual case when the patch
panel port goes to another patch panel instead of a switch. How would you
handle those cases?
