[ixpmanager] IXP manager can't accept option for MRTG ?

Ok right, I see the issue here.

IXP Manager uses its own rrd->png code, which doesn't read mrtg.cfg when 
the graphs are built.  This is why TimeStrPos is ignored and why ixp 
manager works while mrtg-rrd doesn't.
