[ixpmanager] IRRDB error handling

That is what continues to confuse me.  I'm running php7.4 on Ubuntu 
20.04.  I'm pretty sure the install script I used grabbed the release-v5 
version.

This is what my version.php says:

define( 'APPLICATION_VERSION', '5.7.0' );
define( 'APPLICATION_VERDATE', '2020082000' );
