[ixpmanager] No graphs on smokeping

Hi Radu,

the below looks good on first pass.

I note that https://ixpmanager.ronix.ro/smokeping/ is publicly 
accessible and when I browse to it, I do not see any graph entries for 
IXP Manager peers? It could be an issue with your configuration.
