[ixpmanager] Accessing Documentation drop-down for user level 0

That's what I used.  I have the content in /content/0 and any user signed
in can see them.  It's just not showing documentation as an option when not
logged in.   And I can access then by the URL of not logged in.   This is a
fresh install of that helps.
