[ixpmanager] RPKI Octorpki

Thank you, Barry.  I eventually just went with two instances of 
routinator rather than routinator & octorpki.  The latter ran away from 
me and drove the load up to 20 before I killed it. Routinator seems to 
do its job in a quieter fashion.
