[ixpmanager] Missing Member from IXF Export

We noticed a member missing from the IXF 1.0 export.   They have a 2x10 
LAG but two other members on the same switch also have a 2x10 LAG and 
report fine.   The same issue occurs in an IXF 0.7 export.

Looking at their IXPManager the PeeringDB field = NO but they are listed 
in PeeringDB.  They same is true for the other 2 participants.


Anything I should look for?
