[ixpmanager] "Install" customer status

In order for a customer to login via PeeringDB, their customer status 
needs to be "Connected".  This present a problem in getting them setup 
in that they aren't really connected, and in some cases, it may take 
weeks or months for their companies to get the process done.  Would it 
be possible to have an additional "Install" state that would keep them 
off the public customer lists until actually "Connected" but still allow 
them to login with PeeringDB to edit their details?
