this is defined in the IRRDB configuration in the main admin console 
(/irrdb-config/list).

So what you probably want to do here is modify the entry for LACNIC to 
change the host from whois.lacnic.net to "irr.lacnic.net", and then 
associate that IRR policy with the participant in question.
