mmm, maybe this doesn't work with /32.  Can you check the line in the RS 
configuration which contains the text "Filter small prefixes" and see 
what it says?  If this is set to 0.0.0.0/0{32,32}, then you will need to 
create a separate skin for your IXP configuration.
