ours runs fine using:

# ls -la /etc/cron.d/ixpmanager
-rw-r--r-- 1 root root 1115 Mar 20 10:30 /etc/cron.d/ixpmanager

# cat /etc/cron.d/ixpmanager
MAILTO=yyy at xxx.ie

* *             * * *   www-data        /srv/ixpmanager/artisan
