This is working correctly.  The routes are being filtered because the 
origin AS is not included in the AS-SET.  I.e. AS-PARSONLINE-PEERS does 
not include AS25264 (or 48551 or 60631)

The AS-SET that you're using here needs to include all of Pars Online's 
customers.  Maybe this is the wrong AS-SET to use?

The aut-num object for Pars Online suggests that AS60976 provides 
transit for a lot of other ASNs. This means that they probably need to 
create an as-set for their customers instead of for their peers.
