if memory serves, your requirement for PNIs between the peers was to be 
able to measure, and report on traffic to individual peers.  you can 
achieve the same feature, from building graphs from the sflow data that 
your switch can likely export, and have those graphs served out of IXP 
manager  (it’s what several IXPs here already do, and is well 
documented).  it’s also pretty standard, and you lose the complexity 
of having to configure and manage so many vlans (which, is really not 
sustainable as barry explained).
