This means that IXP Manager is looking for the output of MRTG in 
/srv/mrtg, which needs to match up with

Can you please post the output of:

# grep -i grapher /srv/ixpmanager/.env

You should exclude any lines which contain confidential info, e.g. SNMP 
communities, etc.
