As others have pointed out, this is not related to IXP Manager as it looks like you have a package install issue.

But please also note that the script is very opinionated on what it expects:

https://github.com/inex/IXP-Manager/tree/master/tools/installers#ixp-manager-v4-on-ubuntu-lts-1604

You need to start from a system that has been set up as per those 6 steps.

If you want to install differently, follow the manual instructions:
