[ixpmanager] BIRD Config Gen: Prefixes Not Being Exported; Strange Errors

I'm attempting to use IXP Manager 4.7.0 to auto-generate a BIRD config
but it does not work as expected.

It passes a sanity check (i.e. bird -p -c xyz.conf) and installs
properly. Networks are connected to the route server. The route
servers receive their prefixes. However, no prefixes are being
exported; all show as rejected.

Meanwhile, BIRD's log file is flooded with this error:

Anyone with a clue? I am running an identical setup at another IXP w/
BIRD and IXP Manager 4.5.0 without issue.
