[ixpmanager] Trouble adding v6 /64

Thanks for the feedback. This has been a very helpful discussion.

Thinking at scale here: If the number of peers exceeds /24 and the IXP
gets allocated more address space, how would you keep your v6
numbering scheme in-sync?

Extending your example:

186.6.36.6 = 2001:7f8:18::6

But then you are allocated another /24:

186.6.37.6 = ?
