[ixpmanager] Failed on bower install

Janvier,

unless you're familiar with IXP Manager installation and have a very 
specific reason for doing a manual install, we would recommend using the 
installation script: tools/installers/ubuntu-lts-1604-ixp-manager-v4.sh

This should avoid the problems you've run into.  Can you try this script 
first and see how it goes?
