[ixpmanager] No RS Prefixes in IXP Customer / Admin side

Hello, i had to run the perl script to filling rs_prefixes on IXP Manager
database, and also put it on cronjob. And i used the route server (bird)
configuration which is generated by IXP on router menu, and the bird
successfully running and showing all prefixes on the terminal and also on
Looking Glass.

And this is main part, that i only change the cript bellow following on my
bird location :

my $conffile = "/etc/bird/bird.conf";
my $sockfile = "/var/run/bird/bird.ctl";

I also attach full perl script on this mail, maybe it's needed if there's
something wrong.
